Moagi Silent on P4.6 million Bank Card

Former Minerals and Energy Minister Lefoko Moagi chose to remain silent when asked to explain how he came to possess a company bank card loaded with P4.6 million from Wise Creatives Pty Ltd, the Gaborone Regional Magistrate Court heard.
Directorate on Corruption and Economic Crime Investigating Officer Mr Ndiye Ndiye told the Gaborone Regional Magistrate Court on Monday that the former minister opted to remain silent when questioned about the card in his possession.
"I interviewed him and he opted to remain silent," he said before Regional Magistrate Mr Mareledi Dipate in a case in which Moagi faces corruption and money laundering charges.
Mr Ndiye said the silence denied him an opportunity to understand why Moagi possessed the card from a company that was doing business with his ministry.
He added that the only inference he could draw was that the former minister might have been engaged in corrupt activities, as the card came from a business linked to the ministry he headed.
Mr Ndiye noted that the accused was neither an employee of Wise Creatives Pty Ltd, New Energy Pty Ltd, nor Ryders Pty Ltd, which share the same directors.
He further stated that Moagi was not a director in any of the three companies.
He told the court that neither the companies nor Bank Gaborone, which issued the card, had reported it lost.
When asked by state prosecutor Mr Ambrose Mubika if any of the three companies were registered as loan or banking institutions, Mr Ndiye said investigations did not yield any such information.
The investigating officer further noted that out of the P4.6 million on the card, around P1.8 million had been spent by the accused.
Under cross-examination by defence attorney Mr Tengo Rubadiri, Mr Ndiye agreed that tenders were scrutinised through various stages before reaching the minister.
Asked if the accused was within his rights to remain silent, the investigating officer confirmed that he was.
In addition, Mr Ndiye told the court that the accused had not declared his interest in the companies when declaring his assets to the Permanent Secretary to the President and the Ethics and Integrity Directorate Office.
Among his declarations recorded during the investigations were a P4 million loan with CEDA, about P300,000 in loans with FNB, a P30,000 credit card, and three farms.
The companies, New Energy Company Pty Ltd and Ryders Pty Ltd, were allegedly issued prospecting and exploration licences while Moagi was minister.
He was later issued a bank card from Wise Creatives Pty Ltd, whose directors are also linked to New Energy Company Pty Ltd and Ryders Pty Ltd. ENDS
