Sese qualifies for tribal status upgrade

ese in the Jwaneng-Mabutsane constituency qualifies for upgrading from headman of records status, with implementation scheduled for the first quarter of the 2026/27 financial year.

nswering a question in Parliament recently, Assistant Minister of Local Government and Traditional Affairs, Mr Ignatius Moswaane explained that the decision was guided by the Revised National Settlement Policy of 2004 and population data from the 2022 National Housing and Population Census. 

“Sese village, with a population of 7 119 inclusive of its associated localities, has been identified as qualifying for upgrading. 

This determination is informed by its notable population growth, which necessitates enhanced administrative and governance structures,” Mr Moswaane said. He added that the ministry had already taken a formal decision to upgrade the village.  

However, he said implementation of the upgrade, which would see the Sese Kgotla elevated from headman of records to Moemela Kgosi status, had been deferred due to current budgetary constraints. 

“Funds permitting, the upgrading of Sese Kgotla from headman of records status to Moemela Kgosi will be done during the first quarter of the 2026/27 financial year,” the assistant minister said.  He told Parliament that such development was expected to strengthen local governance and service delivery in Sese as the village continued to expand. 

Member of Parliament for Jwaneng-Mabutsane, Mr Omphemetse Kwapa had asked the minister whether there were plans to upgrade Sese headman of records, given the growing population and size of the village. END
