Council focuses on revenue collection service delivery

25 Jun 2025

Moshupa District Councillors have expressed support for chairperson, Mr Peter Sethibe, regarding his ambitious roadmap for 2025-2027, aimed at enhancing service delivery and increasing the council's revenue base.

During a recent council meeting, Mr Sethibe emphasised the importance of effective decision-making, clear communication and strategic focus to achieve the council’s objectives.

He stated that his plan would facilitate proactive planning and enable better evaluation of progress and its impact.

The primary focus of the roadmap is to enhance service delivery and customer service within the community.

“We can significantly improve service delivery by concentrating on citizen engagement, technology integration and strong partnerships,” Mr Sethibe said. He proposed involving residents in key decision-making processes and using technology to improve communication and service delivery.

To achieve these goals, Mr Sethibe outlined several key initiatives, including the use of bulk messaging services to engage with the community, the establishment of a Toll-Free number for inquiries, hosting round-table discussions with the local business community, and creating a leadership forum that includes essential stakeholders such as Dikgosi, Tribal Administration, the Land Board, the Office of the District Commissioner, Members of Parliament, and council leaders.

As part of the community engagement process, Mr Sethibe plans to hold bi-annual kgotla meetings across 18 villages, providing a platform for residents to discuss development issues and service delivery concerns collaboratively.

The second priority of the roadmap is to augment the council’s revenue through the implementation of digital payment platforms, making services more accessible.

Mr Sethibe highlighted plans to introduce user-friendly payment options such as USSD platforms like Orange Money or My Zaka, allowing customers to manage payments conveniently from their mobile devices.

During the bi-annual Kgotla meetings, Mr Sethibe will educate the community on the significance of paying for public services.

He also intends to identify and profile public assets to enhance revenue generation through outsourcing.

The council’s  third priority focuses on accelerating economic development by diversifying the local economy.

He aims to implement the Local Economic Development (LED) programmes and encourage investments in strategic initiatives, such as tourism development, highlighting local attractions like the Bikwe Hiking Trail, Ntlhantle/Mogonye Clusters Zip Line, and cultural festivals such as Hika la Ngwanyana and Dimawe.

Additionally, he suggested utilising local veldt products, such as Mosukujane from Polokwe village, for herbal tea production to stimulate community development.

He  urged councillors to explore their respective villages and wards to identify natural resources that could be leveraged for the benefit of the community.

The priority entails building resilient communities capable of recovering from disasters or enduring persistent challenges.
