The 12th Parliament officially dissolved on Thursday, following a proclamation by President Dr Mokgweetsi Masisi.
The dissolution paves the way for the upcoming general election set for October 30, leaving all seats in the National Assembly vacant.
The journey of the 12th Parliament began on November 3, 2019, with legislators sworn in amid promises to uphold national statutes and serve their constituents diligently. Over the past five years, the National Assembly has been the stage for heated debates, as Members of Parliament tackled the significant task of legislating to better the lives of Batswana while also aiming to diversify and grow the economy.
In a farewell address to members, Vice President and Leader of the House, Mr Slumber Tsogwane, commended the legislators for their dedication to the mandate. He emphasised that the success of the parliamentary term should not be measured by party affiliation but by collective efforts to uphold democratic principles.
“Serving the nation has no individual victor; it requires teamwork,” Mr Tsogwane stated.
He acknowledged the perseverance of citizens who braved challenging conditions to exercise their right to vote, highlighting that their participation is paramount in nurturing democracy.
Mr Tsogwane also noted that the 12th session of Parliament was broadcast live, enabling citizens to engage with its proceedings from the comfort of their homes. He praised President Dr Mokgweetsi Masisi for his unwavering commitment to national service, which has earned Botswana recognition on global platforms.
The Vice President also expressed gratitude to the Leader of the Opposition, Mr Dithapelo Keorapetse, for their cooperative relationship.
For his part, Deputy Speaker Mr Pono Moatlhodi reflected on the accomplishments of the Parliament, revealing that they successfully passed 153 Bills, including the adoption of 11 government policies and 28 government resolutions. He expressed gratitude to the civil service for their advice and support throughout the term.
“It was commendable work, showing commitment and wholeheartedness,” Mr Moatlhodi stated, commending colleagues and staff alike for their efforts.
He expressed appreciation for National Assembly Speaker Advocate Phandu Skelemani’s support, highlighting their teamwork in overseeing parliamentary business.
In remarks echoing a commitment to unity, Leader of Opposition, Mr Keorapetse noted the five years were marked by collaboration, despite differing political opinions. He recognised the dedication of parliamentary staff and particularly acknowledged Mr Tsogwane’s guidance throughout their tenure.
Farewell messages from various Members of Parliament reflected on the mix of challenges and triumphs faced during this parliamentary term.
The Botswana Democratic Party, Chief Whip Mr Liakat Kablay expressed gratitude to fellow members for their resilience, particularly during the hurdles posed by the COVID-19 pandemic.
However, the 12th Parliament also experienced notable shifts in political allegiance, with several legislators switching parties. Mr Mephato Reatile, Dr Unity Dow, and Mr Ignatius Moswaane moved from the Botswana Democratic Party (BDP) to other prominent parties in a reshuffle that saw varying impacts on parliamentary dynamics.
As the 12th Parliament closes, candidates now face the considerable task of galvanising support to secure seats in the incoming 13th Parliament. The recent dissolution not only marks the end of an era but opens the doors for new voices and perspectives in the legislative assembly.
For now, all eyes turn to the forthcoming election as Batswana prepare to make their voices heard once more. ENDS
