No plans to phase out A1 salary scale

Government currently has no immediate plans to phase out the A1 salary scale within the public service remuneration structure. Responding to a question in Parliament on Wednesday, Assistant Minister for State President, Defence and Security, Ms Maipelo Mophuting-Dikoloti, said the A1 salary scale formed part of broader and structured grading system based on the paterson job evaluation framework, which classified positions according to the nature, complexity and requirements of work. “This scale is primarily applicable to semi-skilled roles that support core functions. Semi-skilled jobs include positions such as cleaners, messengers, security personnel and gardeners,” she explained. She, however, indicated that government remained fully cognisant of the concerns relating to employee welfare, dignity and morale across all levels of the public service. “It is also important to note that within local labour market, government remuneration for comparable roles at A salary grade remains competitive and, in many instances, provides greater stability and benefits that similar in other sectors,” she added. Notwithstanding, she said government had over years made significant efforts towards enhancement of salary levels, including conditions of service for low earning employees, through the existing negotiations structures. Member of Parliament for Kgatleng Central, Mr Mpho Morolong, had asked the minister to state when government would phase off the A1 salary scale in the salary payment structure since it was very low and it degraded public service morale on the affected public servants.
