Financial capacity limits projects inclusion in NDP 12

Selokolela-Lorolwane and B102-Segwagwa roads have been excluded from the National Development Plan 12 (NDP 12) after failing to make it through a rigorous prioritisation process driven by available financial capacity.

 Answering questions in Parliament on Monday, Assistant Minister of Transport and Infrastructure, Mr Keoagile Atamelang, said the ministry had not considered any alternative financing models for the two roads, aside from routine maintenance. 

Mr Atamelang told MPs that current interventions focused on making rural roads passable through in-house grading teams, outsourcing, and collaboration with the Kanye District Council.  

 “These efforts are aimed at facilitating local agricultural trade and other economic activities within the region,” he said .

 The minister acknowledged that the ministry has missed its standard quarterly grading schedule in the Kanye District due to a mechanical breakdown of the lgrader. 

As an interim measure, he said the ministry was seeking funds to repair the machinery and was in the process of outsourcing dry grading for both the Selokolela-Lorolwane and B102-Segwagwa roads. 

He added that consultations with the Kanye District Council were ongoing to establish a collaborative framework for broader road grading across the district.  The response followed a question from Kanye West MP, Mr Victor Phologolo, who asked what alternative financing and execution models government had for the construction of the two roads following their exclusion from NDP 12.

Mr Phologolo also asked how the ministry intended to support local agricultural trade in the absence of paved roads to farms, and what urgent grading schedules had been put in place to keep unpaved rural routes passable during the upcoming rainy season. ENDS
