Okavango councillors embrace ConCourt but criticise timing

Although a Constitutional Court is important, introducing it now is ill-timed as the country is facing economic uncertainties.
This was a consensus by most Okavango District Council (ODC) councillors when Minister for State President, Defence and Security Mr Moeti Mohwasa consulted with them on the proposed establishment of the Constitutional Court.
Councillors, Mr Television France of Kauxwi-Xakao and Mr Molathegi Moyei of Beetsha-Gudigwa wards welcomed the idea of setting up the court, but proposed that its take-off be delayed while focus was zoomed in on pressing concerns facing some sectors such as education and health.
Mr France also suggested that prior to establishing the court, government should first review the Constitution and make it tribally inclusive, a sentiment shared by councillor for Sepopa-Ikoga Mr Botshelo Mapa.
When briefing the councillors, Minister Mohwasa said the Constitutional Court would safeguard the interests of Batswana by guarding against human rights violations and would also entrench second-generation rights, some of which he noted, government had already started delivering on.
He said the increase of the old age pension, vocational students’ stipend and the reduction of electricity tariffs were in line government’s commitment to the protection of people’s rights.
Mr Mohwasa said the Constitutional Court would therefore cement government’s position as a human rights-based administration.
On the other issues raised by councillors, Mr Mohwasa said government continued to address challenges faced within the health sector.
He however highlighted that the challenges gripping the sector had emanated from the ineffectiveness of the supply chains in place, but that government would continue to make efforts to address the issue and ensure the availability of medicines in health facilities.
He said infrastructure development, including the construction of roads, was planned for under the National Development Plan 12.
The minister said the government remained committed to the promise to review the Constitution of Botswana; a process which he said would take about two years. ENDS
