SEDC seeks PEEPA advice

There is need to come up with more proficient means of service provision, according deputy council secretary for the South East District Council (SEDC), Mr Baatlhodi Noge.

Addressing a two-day PEEPA workshop for councillors and council staff in Otse on November 5, Mr Noge said waste management was a problematic area in the South East District and that was where a proficient service delivery was needed.

“As SED, we are faced with inadequate resources and finance to develop public facilities such as roads, existing parks, bus and taxi ranks as well as to improve on service delivery,” he said. Mr Noge said the workshop was therefore meant for the councillors and staff to gain insight on issues of privatisation, Public Private Partnership (PPP) and outsourcing.

He said the council leadership was seeking ways of exploring issues of PPP and outsourcing of services. He also said the council wanted the best method of outsourcing and they believed that PEEPA would give them direction. “We want to meet with private investor to obtain financial help as well as expertise on how to accelerate economic growth and investment,” he said.

Mr Ishmael Joseph, the head of Public Service and Outsourcing at PEEPA, said his organisation was the appropriate agency to help the council in matters such as PPP and outsourcing. “We have embarked on communication programmes to educate our stakeholders and this workshop is part of the education process to you as part of our stakeholders,” he said.

Mr Joseph said councils should have plans, including communication ones, in order to achieve the benefits of outsourcing. He added that councils should create a support base to develop their employees to be able to handle privatization issues such as outsourcing. ENDS
