Ngethu Brigade has 36 officers

Parliament has heard that Ngethu Brigade has an establishment of 36 officers composed of six teaching staff and 30 support staff.
Answering a question in Parliament on Tuesday, Assistant Minister of Employment, Labour Productivity and Skills Development, Mr Machana Shamukuni explained that of the six lecturers, two possessed a National Craft Certificate (NCC) as their highest qualification, while two had diplomas and the other two had degrees.
He added that the six lecturers had the relevant qualifications to teach the various levels in the institution and officers were employed using various schemes of service.
He indicated that lecturers were employed in line with the Scheme of Service for Second and Third level Education (lecturing cadre), Directorate of Public Service Management (DPSM) Directive No. 21 of 1993.
On the other hand, he said technical officers were employed in line with the Scheme of Service for the Department of Technical Education, DPSM Directive No. 37 of 1994 while the support staff composed of administration officers, accounts officers, procurement officers and drivers were employed in accordance with generic schemes of service applicable to all public officers. Mr Shamukuni also explained that progression of officers was in accordance with the conditions of employment as set out in the various schemes of service.
“These conditions include qualification, experience and performance. Depending on the above, all officers can progress to the highest level within their various cadres,” he said.
Furthermore, he said the schemes of service had ceilings for various cadres depending on the qualifications one possessed.
“For instance, officers in possession of Certificates can progress up to C2 salary scale, those with Diploma level qualification can progress up to D3 salary scale and those with degree can progress up to F salary scales,” he added.
Meanwhile, he said in an effort to upskill all lecturers across institutions, the ministry continued to send in-service lecturers for training in various fields.
“The ultimate aim of the ministry is for all the lecturers to have a minimum qualification of Diploma,” he said.
Ngami MP, Mr Caterpillar Hikuama, had asked the minister to explain the state of Ngethu Brigades employees (both teaching and non-teaching) in Gumare and further state the staff establishment register and their scheme of service.
Mr Hikuama also wanted to appreciate progression level of staff in brigades and their qualifications. Ends
