Financial constraits hinder dikgotla upgrading

Dikgotla in Letoreng, Ngwapa and Seleka qualify to have headmen of records, the Assistant Minister of Local Government and Rural Development, Mr Mabuse Pule has said.
Answering a question in Parliament on Thursday, Mr Pule said it had, however, been impossible to upgrade Dikgotla in those villages due to financial constraints.
He said Letoreng was serviced by Matlhako, which was 18 kilometres away, while Ngwapa was serviced by Mokobeng, a distance of 10 kilometres and Seleka was facilitated by Tumasera.
Meanwhile, Mr Pule said the position of headman of records in Mhalapitsa had remained vacant due to disputes, adding that the process was also delayed by COVID-19 protocols, hence consultations only started in November 2021.
The assistant minister said Chadibe Tribal Administration vehicle had not been boarded, but was involved in an accident.
He said its repair quotation was beyond the Central Transport Organisation (CTO) threshold of P100 000, therefore a tender for such was being prepared.
Mr Pule said the Department of Tribal Administration had 141 boarded vehicles, which included one from Machaneng.
He said the Machaneng vehicle had not been replaced due to a backlog backdating as far as 2013 and the village was being assisted by Sefhare.
The assistant minister said his ministry would continue to replace boarded vehicles on an annual basis following normal procurement processes.
Sefhare/Ramokgonami legislator, Dr Kesitegile Gobotswang had asked the minister to update the House on his plans to upgrade dikgotla in Letoreng, Ngwapa and Seleka.
He further wanted to know when the long boarded vehicles from Chadibe and Machaneng would be replaced.
The MP also asked when the vacant position of Kgosi at Mhalapitsa would be filled. ends
