D4 vacant posts unavailable

Lack of progression beyond C1 scale has been primarily attributed to the unavailability of suitable vacant positions.

Answering a parliamentarian question on Monday, the Minister of Transport and Communications, Mr Thulagano Segokgo said progression path of roads engineers in both central and local government was the same as they were employed under similar conditions of employment.

He pointed out that there were 27 roads engineers on C1 salary scale and explained that there were no vacant posts of senior roads engineer on D4 salary scale.

Moreover, he stated that the period of the longest serving roads engineer on C1 salary scale was 10 years.

Mr Segokgo pointed out that it might not be fair to attribute movement of staff from his ministry to other places to lack of progression unless such an analysis had been made.

Member of Parliament for Francistown West, Mr Ignatius Moswaane had asked the minister if he was aware that the ministry was losing engineers because of lack of progression.

MP Moswaane also asked the minister if he had ever considered and compared how engineers employed at the Ministry of Local Government and Rural Development progress to higher salary scales and if there was a difference and why the discrepancy.

He further wanted to know the number of roads engineers on C1 salary scale at the ministry including the number of vacant posts of senior roads engineer II, on D4 salary scale.

Moreover he wanted to know the longest serving roads engineer I on C1 salary scale and the reasons why the engineer could not progress to D4 salary scale. ENDs
