Lack of funds hinder project implementation

Moshupa sub-district is faced with challenges of limited funds which hinderers the sub-district to implement new infrastructure as stipulated in development plans.

The sub district Chairperson, Mr Peter Sethibe said this while giving opening remarks on Wednesday at the five day sub-council session.

Mr Sethibe said that education sector had shortage of classrooms, administration blocks, and furniture among others.

“Maintenance of government buildings is still a challenge as most of them are old and needs refurbishment. However, minor maintenance is still done through the recurrent budget that is also insufficient,” he said.

He said both linkages and internal roads were damaged adding that potholes patching did not assist much as most of them needed resealing, gravelling and upgrading to bitumen.

Furthermore,  Mr Sethibe that servicing of new allocated plots was also delayed in most villages due to limited funding.

He however said that, minor land servicing would be done to plots in partnership with the land ministry.

Despite the challenges, Mr Sethibe said the sub-district  would source funds to carry  out minor projects.

For instance, he said the sub-district would  procure a  new grader, tipper truck and the allocation of Pitseng burrow pit was expected to bring better results to the sub district’s roads.

“The sub district has further been allocated P618 440 to maintain schools through the COVID- 19 Funding,” he said.

He noted that the construction of Moshupa clinic warehouse was currently at 28 per cent, Ntlhantlhe culvert was at 96 per cent, while Kgomokasitwa LA2 was at finishing stage.

Mr Sethibe noted that Moshupa primary hospital was at 58 per cent complete, with the hospital staff houses progress at 87 per cent.

He indicated that water sanitation project was also on going and was at 37 per cent.

“I also wish to inform you that the laying of artificial turf at the stadium is also ongoing. Construction of Mogobane – Ranaka road resealing is also at 87 percent completion,” he said.

Mr Sethibe said the sub district was  awaiting the construction of projects such as classrooms blocks, toilets and staff houses at Seherelela, Kebonyekgotla and Mogonye primary schools through the primary school backlog eradication.

Furthermore, he said in an endeavour to complete pending critical works left by ELSAMEX INT JVCA, Ministry of Transport and Communication had secured the World Bank’s approval to directly negotiate with former contractor’s local sub-contractors which were executing the works at the time of termination.

“The sub-contractors have knowledge of the site and some of their plant and equipment are still on site. As such, it would be easier for them to pick up the momentum of execution of the works,” he said.

Mr Sethibe said, this would complete the works they had been undertaking for the main contractor before termination and ceasing of works.

“Please note that direct appointment of these subcontractors offers the shortest procurement period thus providing a quick protection of the works on site, in view of the impending rainy season. These contracts are expected to be placed by mid November 2021,” he said.

He indicated that in order for the sub-district to thrive during this time both the political and the administrative wings had to be united and cooperative.

He therefore urged all to work hard so that the maximum result in project implementation and service delivery could be achieved. Ends
