Secretarial cadre peculiar

Presidential Affairs, Governance and Public Administration Minister, Mr Kabo Morwaeng says the secretarial cadre is one of the peculiar cadres in the public service.
Responding to a question in Parliament, Mr Morwaeng said according to Directive NO. 1 of 2007, which was currently in operation, the cadre’s entry grade was B5/3 whose progressive path goes up to grade D3.
He stated that grades B5/3 to C4/3 served in typing pools, whilst grades C2 to D3 serviced specific offices, citing C2 grade that of personal secretary which served offices of deputy heads of department, whilst senior personal secretary graded C1 served heads of department in a ministry.
The minister said the progression of secretaries to levels C2 and above was dependent on the availability of an office to be served by higher grade.
He said when the government took a decision through Savingram dated May 30 2007, to multiple grades and multiple titles all C band positions, the objective was to allow for direct appointment of graduates with appropriate academic qualifications at entry level without experience.
Mr Morwaeng said the idea was also to facilitate the faster progression of serving officers who qualify for promotion without the need for ministries to request for additional posts or resources.
He, therefore, said it was not true that secretaries were pegged at C3 salary scale and that there was no anomaly in this arrangement saying this was a peculiar cadre which had a unique progression path.
Tonota MP, Mr Pono Moatlhodi had asked the minister if he is aware that all secretaries within the civil service were pegged at salary scale C3 under the pretext that they could not be moved to salary scale C2 for the simple reason that they are not part of the multiple graded cadre. BOPA
