Quantity surveyors bill to help restore pride

The Vice President, who is also the MP for Mmadinare, says the Quantity Surveyors Registration Bill will help bring back pride to the profession.

Debating the bill in Parliament on July 22, Dr Kedikilwe said such a bill would assist quantity surveyors to do their best and keep construction costs to a minimum since quantity surveyors were trained to recognise all construction areas including materials, labour and preliminary sums.

He said back in the day, there used to be pride in workmanship and professionals used to be embarrassed  if one of them was to do a shoddy job, thus the proposed amendment  would help bring that back. Dr Kedikilwe also said people should be thoroughly educated on ethical standards.

For his part, Boteti North MP, Slumber Tsogwane said the bill intends to give quantity surveyors dignity as their profession would be monitored. Mr Tsogwane said registration should, however, be made public and quantity surveyors should have some form of identification.

Maun West MP, Tawana Moremi said there should be Code of Conduct for the profession and the Code of Ethics should also be put in writing. He was however, concerned by the clause calling for suspension of registration of quantity surveyors saying the requirement should not be waived.

In response following its approval by parliament, the Minister of Infrastructure, Science and Technology Mr Johnnie Swartz said the clause calls for suspension of registration of quantity surveyors only when there is a breach in Code of Conduct.  “The council may suspend the registration of a quantity surveyor where an inquiry under Part 4 has found the quantity surveyor guilty of any allegations referred to in Section 35,” he said.
