Multiple titling of C Band to facilitate faster progression

Parliament has been told that the objective of Directive No. 6 of 2008 was to facilitate direct appointment of graduates with appropriate academic qualifications at entry level, but without experience.
It further states that the objective of multiple grading and multiple titling all positions in the C Band was to facilitate faster progression of serving officers who qualify for promotion without the need for ministries to request for additional posts or resources.
Minister of Employment, Labour Productivity and Skills Development Mr Tshenolo Mabeo said this when responding to a question by MP for Ramotswa, Mr Samuel Rantuana in Parliament on March 21.
“Since the establishment of my ministry in October 2016, there are 959 C band officers in post out of which 209 are already at C1 salary scale while 364 will be eligible for progression to different C band salary scales during financial year 2018/19,” he said.
Mr Mabeo further explained that the remaining 386 would be eligible for progression during financial year 2019/20.
Minister Mabeo said it had not been necessary to update the schemes of services for Department of Labour and Social Security, Occupational Health and Safety department and the
Department of Corporate Services, which were transferred from the Ministry of Labour and Home Affairs as the functions remained the same.
He however said the schemes of service for officers in the Departments of Skills Development and Productivity and Work Ethic needed to be reviewed in line with the ministry’s new mandate.
To that effect, Mr Mabeo said his ministry was currently developing the relevant job effectiveness descriptions for the purpose of informing the schemes of service for the departments.
MP Rantuana had asked the minister to state the progression made in the implementation of Directive No. 6 of 2008 in his ministry concerning the progression of staff in the C band.
Mr Rantuana also wanted to know whether the scheme of service was updated when transforming from the Ministry of Labour and Home Affairs to Ministry of Employment, Labour Productivity and Skills Development. ENDS
