Over 700 employees benefit from multiple grading

About 718 officers employed at the Department of Building and Engineering Services have benefitted from multiple grading and tilting of the C band following the issuance of Directive No.6 of 2008.

This was said by the Minister Infrastructure and Housing Development, Mr Nonofo Molefhi.

Minister Molefhi further explained that they were aware of Directive No.6 of 2008, and that its main objective was to allow for the direct appointment of graduates with the appropriate academic qualifications at entry level but without experience.

This, he said, was done to facilitate faster progression of serving officers who qualified for promotion without the need for ministries to request for additional posts or resources.

He, however, explained that as of May 2007, there was no directive regarding multi-titling and grading of C band positions.

He told Parliament that there was a judgement in the case of Mr Israel Moenga and 45 others, Court Order IC 84/16 dated October 3, 2016, in which the ministry was ordered to retrospectively promote the applicants and pay them accumulated salary arrears.

“The court judgement was based on Directive No. 6 of 2008. My ministry complied with the said court decision and all affected employees were paid,” he said.

He said there were no employees who were disadvantaged during the implementation of the judgement.

Member of Parliament for Francistown South, Mr Wynter Mmolotsi had asked the minister to state the number of employees of the Department of Buildings and Engineering Services who benefitted from multiple grading and titling of the C band as of 30 May 2007.

Mr Mmolotsi also wanted to know whether the ministry complied with the court decision to implement the same, and also if there were employees of the department who were disadvantaged during implementation. Ends
