Teachers on C scale compete for promotion

There are some teachers who have been on the same C scale since 1996, says Assistant Minister of Basic Education, Mr Moiseraele Goya.
I response to a parliamentary question recently, Mr Goya noted that diploma holders joined the teaching service on C4 scale, and that it took an average of five years to progress to C1 scale while degree holders joined the service at C3 scale and that it took an average of four years to progress to C1.
Once on C1, he said an officer “must successfully compete for promotion against other deserving officers in order to move beyond the C-scale.”
“Provisional assessment of our data indicates that on average an officer may progress to a D scale after 11 to 12 years in the service,” he added.
Furthermore, Mr Goya said promotion in the public service, teaching cadre being one of those, was based on the availability of an appropriate vacant position, professional and academic qualifications, experience in the present grade and standard of performance in the present grade.
Other factors, he said, included the ability to support and counsel colleagues, assisting the school management by leading extra-curricular activities or undertaking special duties and any noteworthy professional conduct in the present cadre.
That, Mr Goya said, was in accordance with the scheme of service for the teaching cadre as stipulated in the Teaching Service Management Directive No. 4 of 1994.
Gaborone Central MP, Dr Phenyo Butale had asked the minister to state the average period a teacher stayed in one scale without promotion, and whether he was aware that there were some teachers who had been in service since 1996 and were still on C scale. ENDS
