DPSM clarifies salary adjustments

In the interest of clarity with reference to various media reports, the Directorate of Public Service Management wishes to clarify that the Public Service Management Directive No.2 of 2017 on Adjusment of Salaries for the CJ/PSP, PCA/DPSP and RJCA is consistent with Public Service Management Directive N0.11 of 2003 Amended recommendation 8.4 (a) which reads as follows:“Option 1 Phase 1, which is the revised pay structure as amended by introducingg the followng inter grade differentials: 24% from grades B1 to D4, 15% from grades D4 to E2 and 14% for grades E2 and above, the implemented on 1st April 2004.”

The recommendation amendedfrom the Report of the Review of Pay Structures for the Public service 2003.

Public Service Management Direction No.2 of 2007 was in the above context meant to correct an error that occurred during the inclusion of the grades of the President of the court of Apeal (CPA), Resident Judge of the Court of Appeal (RJCA) and the introduction of the two positions of the Deputy Permanent Secretary to the President (DPSP) which failed to take into consideration the grade defferentials as set out by the 2003 Directive.

The adjustment of salaries for the affected grades was not, therefore, inconsistent with the recently announced 4% salary increase, but rather done in compliance with the earlier Public Service Management Directive No.11 of 2003. DPSM. ENDS
