No replacement for customary land grants - Moipisi
16 Feb 2017
The Assistant Minister of Land Management, Water and Sanitation Services says his ministry will not consider phasing out certificate of customary land grants issued for tribal land plots and replacing them with title deeds.
Answering a question in Parliament on February 15 from the MP for Selebi-Phikwe West, Mr Dithapelo Keorapetse, the assistant minister, Mr Itumeleng Moipisi said his ministry was currently drafting bills to amend the Tribal Land Act and the Deeds Registry Act to enable land authorities to issue registered certificate of customary land grants.
He said this would allow certificate of customary land grants to carry the same weight as title deeds and be used as collateral by financing institutions to allow citizens to enjoy full economic value of the land. Mr Moipisi however said with regard to certificate of rights, issued in state land, ‘it is government policy that certificates of rights be converted to registered Fixed Period State Grants (title deed) to allow citizens to enjoy full economic value of the land.’
MP Keorapetse had asked the minister if he would consider phasing out certificates of right and the land grant certificate issued for tribal land plots and replacing them with tittle deeds to allow citizens allocated to enjoy full economic value of the land. ENDS
