Flying Mission trains in aircraft maintenance

 Parliament was informed that Flying Mission School trains students in Aircraft Maintenance and therefore no pilots ever graduated from the institution.
The Assistant Minister of Education and Skills Development, Mr Fidelis Molao said Flying Mission School was not paid funds in advance in 2015, and therefore there were no funds needed to be returned.
Responding to a question in Parliament from the Member of Parliament for Gaborone North, Mr Haskins Nkaigwa, the assistant minister said the school did not receive an increase in the student quota for 2015, but in instead, there was a decrease because in 2014, they received eleven students, while in 2015 they received ten and those students were not paid in advance.  
He explained that for the financial years 2013/14, 2014/15 and 2015/16, Flying Mission School was paid a total of P5.9 million for 30 students.
Mr Molao also explained the procedure for payment to tertiary institutions that at the beginning of a semester the institution raises an invoice for all registered students and submits to the Department of Tertiary Education Financing (Ministry of Education and Skills Development).
The assistant minister said ‘the invoice is checked against the registration list and student results and if everything is in order the invoice is passed to Ministry of Finance and Development Planning.’
MP Nkaigwa had asked the procedure for payments to private tertiary institutions and why private aviation school, Flying Mission was paid funds in advance in 2015.
He also wanted to know what happens to the funds that had been paid in advance when some students fail or do not complete their term due to other circumstances.
Mr Nkaigwa also asked how much was paid to Flying Mission School in the financial years 2013/14, 2014/15, 2015/16 respectively and how many trained pilots graduated from the school and how they would be absorbed in the industry. ENDS
