Land registration slow in Southern

Kanye sub-Land Board secretary Mr Patrick Mutakela is not happy that the ongoing national land registration exercise known as LAPCAS is going at a snail pace in the area.

Addressing Kanye sub-council meeting on June 1, Mr Mutakela said the aim with LAPCAS was to collect detailed information on land ownership to improve efficiency, effectiveness and transparency in land administration in Botswana.

He said the exercise would lead to, among other things, the development of a new plot numbering system that will facilitate a land information system.

The secretary explained that they were initiating the national land registration exercise that would clearly capture information on who owned what piece of land and where the piece of land is, as well as improving record management within land authorities.

‘’This is to enable effective and efficient land administration for successful socio-economic development of the nation,’’ he said.

He said in preparation for the land registration exercise, the public is advised to demarcate plots as per allocated measures, to have visual markings on their plots and to use land in accordance with land use plans.
Mr Mutakela said the ministry intended to promote planning, land management and housing delivery, and that, as a result his ministry continud to promote land policies and legislation and land information systems.

He said the activities under LAPCAS programme entailed systematic surveying of all plots, registration of all plots and determining of all land rights.

The land administrator said the exercise should have the input of community leadership such as dikgosi, land overseer, village development committees and area councilors for the identification of boundaries.
He urged plot owners to claim their plots so that they could be registered.

He also encouraged councilors to request plot owners in their respective wards to identify their plots. Ends
