Mosielele feels left out

Kgosi Kebinatshwene Mosielele of Manyana says the law on the Constitution of Councils and Subordinate Authorities is a divisive instrument that needs to be revised because in its current form it bars some dikgosi from being ex-officio members of councils.

Kgosi Kebinatshwene expressed his misgivings in council after Moshupa Sub District Assistant Council Secretary read out Part IV of section 13 sub section (3)(b) which spells out the appointment of ex-officio members without voting rights by the portfolio minister.

Nominated councillor, Ms Ponatshego Tshiping had requested during her contribution to the Sub -district chairperson’s speech recently that the matter be dealt with once and for all.

Moshupa Sub -district assistant council secretary, Mr Douglas Sesimanyana told the full council the piece of legislation leaves out Kgosi Kebinatshwene on the basis that he is not a member of Ntlo Ya Dikgosi let alone a resident within the headquarters of the district council, in this respect Moshupa.

 “In respect of a subordinate authority- every member of Ntlo Ya Dikgosi selected under subsections (4) or (5) of section 78 of the Constitution within the administrative district where they are selected, and (IV) a kgosi or moemela kgosi from the area within which the subordinate authority headquarters is situated,” reads in part the local government act on the appointment of ex-officio members by the minister.Kgosi Kebinatshwene regretted the development can only mean dikgosi will have to look for alteernative avenues where they can represent their subjects.
