Ngamiland has high vacancy rate

Minister for Presidential Affairs and Public Administration, Mr Eric Molale told Parliament on March 18 that he was aware of high vacancy rate in government institutions in Ngamiland.
Answering a question from the Member of Parliament for Maun East, Mr Kostantinos Markus, the minister said as at March 2015, the vacancy rate stood at 6.04 per cent which translates to 548 vacant positions against a total establishment of 9064.
He said six vacancies are on E Band Scale while 69 are D Band Scale, 129 are C Band, 179 are B scale and 165 are A scale.
Of all the scales, Mr Molale said C scale and below positions could be filled locally unless where specialist skills are required adding that he could only request the concerned ministries to urge their department to fill the positions.
Further, Mr Molale highlighted that government does not employ district specific strategies but rather devices comprehensive approaches to conditions of service of public service employees.
He added that public servants in Ngamiland also enjoy public servants conditions which apply to all under employ of government irrespective of locality.
Minister Molale added that public servants conditions of service include subsidised rentals for institutional housing where it was available at the rate of 15 per cent and 13 per cent of gross salaries or assessed rentals whichever was lower.
Furthermore, he said for those serving in remote areas additional benefits include Remote Area Service Allowance, free accommodation for employees living in remotest areas such as Daunara Camp and Xaxaba Wildlife Camp, free internet where it was available, free transport every month end and payment of commuted subsistence allowance in lieu of decent and adequate accommodation.
He assured legislators that government would continue to find ways of improving conditions of service for public service employees.
