Inter-Regional Board no more
19 Mar 2014
Parliament has been told that inter-regional board was established under the Teaching Service Management, when the director of the department was an employing authority.
Responding to a question from the MP for Kgalagadi North, Mr Phillip Khwae, the Assistant Minister of Education and Skills Development, Mr Patrick Masimolole said with the implementation of the Public Service Act number 30 of 2008, which covered the teachers, the arrangement fell off.
Parliament heard that it fell off as transfers across regions were coordinated by the Established Appointment and Promotion Board in accordance with the Directorate of Public Service Management Directive number 14 of 2002 on Appointments Board composition as revised through DPSM Directive Number 13 of 2004.
The assistant minister said the transfers for the C Band positions which had been decentralised to the regional directors were also handled at regional level.
He said the Inter Regional Board no longer met and there was no schedule in place for such a Board. MP Khwae had asked if the Inter-Regional Board sat according to the pre-determined schedule.
He said if that was the case, the minister should state the number of times they met and the dates; and if they did not meet, he should state the reasons why. Ends
