The Ministry of Water and Human Settlement, through the Botswana Housing Corporation (BHC), has called for Expressions of Interest (EOI) from prospective investors to develop available land under the Bonno Housing Programme.

Minister of Water and Human Settlement, Mr Onneetse Ramogapi, told Parliament on Wednesday that the EOI process was launched to uphold principles of transparency, accountability, fairness and value for money. He said it also ensures compliance with both the BHC Procurement Policy and the Public Procurement Act.

According to the minister, 223 companies submitted expressions of interest to partner with BHC in housing development and related infrastructure provision.

“All submissions received were subjected to a rigorous assessment process,” Mr Ramogapi said. “Companies that demonstrated the requisite capacity, experience and potential were shortlisted and subsequently invited to participate further through Invitations to Tender for detailed evaluation.”

He added that the outcome of the assessment, together with relevant evaluation reports, was submitted to the appropriate statutory committees of BHC for review, consideration and endorsement in line with established governance and procurement procedures.  “This ensured that the entire process was conducted in a transparent, accountable and procedurally compliant manner,” the minister noted.

Mr Ramogapi further revealed that the ministry engaged the Ministry of Finance to seek concurrence on material terms and conditions relating to proposed financing arrangements and the allocation of risks for the programme.

The engagement, he said, was aimed at aligning the proposed arrangements with government’s financial management principles, fiscal sustainability requirements and prudent risk management practices.

The minister was responding to a question from Molepolole North MP, Mr Arafat Khan. Mr Khan had asked for the names of all companies that submitted proposals for the infrastructure development component of the Bonno Housing Project, and for details on the procurement process followed to identify them. He also sought confirmation on whether the process complied with BHC Procurement Policy and the Public Procurement Act. The Bonno Housing Programme is part of government’s broader efforts to increase housing delivery through public-private partnerships. ENDS
