Govt weighs DIS grading structure review

Ministry for State President, Defence and Security is considering a review of the grading structure for senior leadership positions within the Directorate of Intelligence and Security (DIS) as part of broader reforms aimed at improving accountability, professionalism and institutional effectiveness.
Responding to a question in Ntlo Ya Dikgosi recently, assistant minister, Ms Maipelo Mophuting-Dikoloti said the current Director-General and Deputy Director-General of the DIS were remunerated at salary scales F0 and F1, respectively.
She explained that the review and approval of salary scales and grading structures within the intelligence agency were governed by the Intelligence and Security Service Act of 2007.
Section 14 of the Act, she said, mandates the Director-General to prescribe a scheme of service covering salary scales, allowances, designations, grades and career progression for officers and support staff.
Ms Mophuting-Dikoloti told the house that the government was continuously seeking ways to improve the operations of ministries and state institutions in line with the new administration’s vision of accountability, agility and effectiveness.
“The DIS has not been exempted from this,” she said, noting that as part of those efforts, the ministry intended to review the Directorate’s legislative and oversight mechanisms to strengthen system compliance, professionalism and institutional performance.
The assistant minister revealed that the ministry was considering reviewing the grading structure applicable to senior positions within the DIS to ensure it reflected the strategic responsibilities of senior leadership and aligned with international best practices in intelligence and security administration.
While no formal assessment has yet been undertaken on the grading structure as proposed in the parliamentary question, Ms Mophuting-Dikoloti said the ministry was actively engaging the DIS leadership on reforms aimed at enhancing accountability and operational effectiveness.
She added that the government’s objective was to build state institutions that were professional, responsive to the needs of the public and supportive of their employees.
Ms Mophuting-Dikoloti further noted that the Intelligence and Security Service Act of 2007 provides the legal framework governing the organisational structure of the Directorate. Kgosi Khama IV of Ga-Mmangwato, had asked the minister to provide details on the structure, oversight and sustainability of senior management within the DIS.
Kgosi Khama IV sought information on the number of DIS officers occupying senior management positions at the E2 salary scale and above, as well as the government’s plans to review the agency’s organisational structure.
He asked the ministry to state how many DIS officers currently hold senior management positions from the E2 salary scale upwards.
He also requested information on whether any organisational review has been undertaken to assess the effectiveness and long-term sustainability of the Directorate’s current management structure.
In addition, Kgosi Khama IV asked what proportion of the DIS personnel budget was allocated to senior management positions, seeking clarity on the financial implications of the agency’s leadership structure.
He further wanted to know whether the ministry was considering any restructuring or conducting an organisational audit of the DIS as part of efforts to improve the institution’s performance and efficiency.
He also asked the minister to explain the oversight mechanisms that govern the creation and approval of senior positions within the intelligence agency. ENDS
