Gambling Authority aims to be self-sustainable

Acting chief executive officer of the Gambling Authority, Mr Moruntshi Kemorwale, says the Authority aims to reduce its reliance on government funding in the shortest possible time. 

Presenting before the Parliamentary Standing Committee on Statutory Bodies and State Enterprises, Mr Kemorwale said the Authority had depended on government funding since its establishment in 2016. However, he said the Authority had progressively implemented a financial strategy aimed at reducing reliance on government subvention while strengthening internally generated revenue streams. 

He said the Authority had steadily increased its self-generated revenue through the introduction and expansion of licensing fees, monitoring fees, promotional competitions, service fees and other regulatory income streams. 

“Currently, we are engaging the Board to reduce government subvention by 50 per cent, from P30 million to P15 million, in the shortest time,” said Mr Kemorwale. 

Furthermore, Mr Kemorwale said the Authority’s operating revenue had demonstrated strong and sustained growth over the years. He highlighted that revenue increased from P2.94 million in 2021/2022 to P24 million in 2024/2025, with projections indicating a significant rise to P108 million in 2025/2026. 

On other issues, Mr Kemorwale said the Authority continued to promote responsible gambling. He said they had developed a strategy to combat excessive gambling and continued to educate the public through events and partnerships. 

Mr Kemorwale also noted illegal gambling trends such as coin spins, card games and horse betting. ENDS
