Land and market demand determine Bonno projects

The actual commencement of projects, under the Bonno National Housing Programme, would be subjected to both land availability and market demand within each area.

Ministry of Water and Human Settlement, Assistant Minister, Mr Motsamai Motsamai, informed Parliament recently. Mr Motsamai, who was responding to a question from Bobirwa MP, Mr Taolo Lucas said the ministry was currently implementing the programme under which 100,000 housing units were planned for delivery across the 61 constituencies.

The first phase of the programme targeted construction of 61,000 houses, distributed equitably across all constituencies. Nationally, Mr Motsamai said it was projected that 31,745 housing projects would commence under the current phase, adding that 2,000 units were anticipated for the Bobirwa District, of which 1 000 would be situated within the Bobirwa constituency.

To date, 5,880 housing projects have commenced nationally, with four of these completed, Mr Motsamai said and explained that one housing unit has been delivered in both the Bobirwa District and the Bobirwa Constituency.

To deliver a variety of housing typologies, under the programme, Mr Motsamai said the government has entered into Development Agreements with private investors, through the Ministry of Water and Human Settlement.

In line with the government’s commitment to affordability, he said the maximum selling price of the largest housing unit has been capped at P700,000, ensuring that the houses remained accessible to a broad segment of Batswana, particularly low and middle income earners.

“The arrangement provides that land will be allocated to the government, represented by the Ministry of Water and Human Settlement, which then subleases the land to investors for development,” Mr Motsamai explained.

Prior to the sale of any housing units, he said investors were required to obtain government consent, to enable the government to vet and approve all potential buyers, thereby, ensuring that beneficiaries met the eligibility requirements of the programme with emphasis on first-time homeowners being given priority.

Mr Lucas had asked Mr Motsamai to state the total number of houses completed under the Bonno Housing Programme nationally, in the Bobirwa District and Bobirwa constituency.

The Bobirwa MP also wanted to know the price ranges for Bonno houses built by private investors as well as speak to the affordability of same, especially to low income earners, measures in place to avert multiple purchases and projections for the project nationally, in Bobirwa District and Bobirwa constituency.
