No teacher owed accrued half salary arrears

There are no teachers owed accrued half salary arrears, says the Minister of Child Welfare and Basic Education, Ms Nono Kgafela-Mokoka.

Answering a question in Parliament on Friday, Ms Kgafela-Mokoka said all the 456 teachers who were on half salary for the financial year 2016/2017 were re-installed to full salaries.

“This, was in line with Public Service Management Directive No. 7 of 2015 (Ref: DP 19/4 VIII (31), dated April 8, 2015, which introduced full salary for government sponsored employees with effect from April 1, 2016,” she said.

However, Minister Kgafela-Mokoka said she was aware of Circular Savingram Ref: DP19/19/4 II (85), dated October 13, 2022 that was issued to provide guidelines for the implementation of the Court of Appeal Judgement-Attorney General and Another versus Safe Andreas Sefore 175 Others- CACGB-006/20 (Multiple Titling and Grading of vacancies in the C-Band).

She said the guidelines were developed to assist in calculating salary allowance arrears for officers who were affected by the judgement.

The minister was responding to a question from Lentsweletau-Lephephe legislator, Mr Tshenolo Bogatsu who wanted to know if the minister was aware of the Government Savingram, dated October 13, 2022 that made reference to a prior Circular Savingram DPA/75/8 XI dated May 6, 2022, which instructed that officers who were on study leave prior to the coming into effect of Public Service Management Directive No. 8 of 2014, which introduced full salary while on training, were entitled to half of their salary for such period.

He also wanted to know the number of the affected teachers who had not yet been paid and whether the minister would pay the owed teachers their accrued half salary arrears. ENDS
