Ministry outsources some construction projects

Parliament has been informed that Ministry of Transport and Communications outsources most of the construction projects.
Answering a question in Parliament on Tuesday, November 26, on behalf of the Minister for Transport and Communications, the Minister of Education and Skills Development Minister, Dr Pelonomi Venson-Moitoi said the practice was in line with the National Development Plan 10 (NDP) strategy, which stated that government should increase private sector participation through outsourcing of road maintenance.
She explained that the ministry engaged villagers through employment through casual labourers, maintenance works through labour based technology and Ipelegeng programme.
She said the construction of kgotla roads are also included during construction of roads through access road policy and said it should be noted that, in general construction and maintenance of internal roads are the responsibility of Local Government.
Kanye South MP, Mr Abram Kesupile had asked why the ministry could not establish a village road works programme that will engage villagers under expert supervision to construct culverts, water-ways and pave a network of roads to Dikgotla in villages. ENDS
