Inadequate positions affects progression

Limited progression of Social Workers which cut across the entire Public Service is due to inadequate positions of higher grades in their line of progression which is governed by Competency-Based Career Path. 

Assistant Minister of Local Government and Rural Development Mr Mabuse Pule told Parliament during question time that to ensure officers did not stagnate at the lower levels, the position of Social Worker was multiple graded from C4/3/2/1 to enhance their progression.

He said through multiple grading, officers progressed from C4 to C1 on the same post without the need to create new posts if they performed satisfactorily at lower levels. “It should be noted that D scale positions are middle management positions and Social Workers like other cadres do compete with others for these positions based on performance as and when vacancies occur,” he said. 

Mr Pule, however, noted that the Directorate of Public Service Management was in the process of reviewing the Public Service payment structure and conditions of service. His response followed a question from Francistown West MP Mr Ignatius Moswaane regarding Social Workers who were aggrieved by their conditions of service and the limited progression,. The MP also asked when their payment structure would be reviewed. ENDS
