23 Feb 2021
The Appeals Management Office has received 3 337 appeals of which 1 682 were presidential pardons and 1 655 general appeals between November 2017 and November 2020.
Assistant Minister for Presidential Affairs, Governance and Public Administration, Mr Dumizweni Mtimkhulu said out of the 3 337 appeals that were received during the same period, 1 590 were presidential pardons and 1 567 general appeals that were successfully resolved.
He stated that of the remaining 180 appeals, 92 were presidential pardons and 88 general appeals, which were still being processed.
Mr Mtimkhulu said the nature and character of the dominant appeal cases was with respect to appeals for presidential pardons followed by land and labour related appeals.
Furthermore, he noted that the processing of appeals took several forms depending on the nature of the appeal or the legal requirement thereof.
He said upon receipt of an appeal, it was processed and assigned to relevant officers such as appeals made pursuant to Section 53 of the Constitution. He said it would be channeled to senior officials who would process and submit recommendations to the leadership as may be considered necessary.
Sefhare Ramokgonami MP, Dr Kesitegile Gobotswang had asked if an office of appeal by individual members of the public existed.
He also wanted the minister to state its mandate and functions, and how the appeals were channeled and processed. He also wanted to know the number of those received between November 2017 and November 2020 as well as how many were successfully resolved during the same period, and the nature and character of the dominant appeal cases.
