Cllr preaches prudence

The chairperson of Moshupa Sub-council, Mr Peter Sethibe has urged the council to prioritise projects and use funds prudently to get maximium value from the limited resources.
Speaking at the official opening of the five-day sub-council sessio, in Moshupa on February 17, Mr Sethibe said the sub-council had been allocated P84 932 410 for the coming financial year, with P81 800 000 being the Revenue Support Grant, while about P3 132 410 is own source of revenue.
He said it was imperative for the council to identify and tap into new sources of revenue and vigorously intensify collection on the existing ones.
Mr Sethibe implored fellow councillors to introspect and access how the procurement plan performed in the 2019/2020 financial year, which ends in March.
He said P2 887 771 out of P3 450 095 had been spent as total tenders value awarded to local suppliers in the sub-district.
He noted that such amounted to 83.7 per cent of the total funds awarded to local suppliers, which depicts a far much better picture compared to the previous financial year.
“I applaud you for having encouraged your electorate to tap into the abundant opportunities in the sub-district as we encountered an influx of tenders for Constituency Community Projects,” he said.
He noted that out of the P1 063 879 quotations value awarded, P810 005 was awarded to local bidders, which is 76.14 per cent of local empowerment.
“The 2019/2020 procurement plan was fairly executed with 77.2 per cent of the items being successfully procured.
This figure is slightly lower since some of the items did not have enough funds,” he said.
The chairperson also informed councillors that all yearly framework tenders were at vetting stage to start the 2020/2021 procurement plan.
He said the provision of minimal land servicing at Mogaung Ward in Moshupa was planned to start as soon as funds were disbursed from the Ministry of Lands Management, Water and Sanitation Services.
“The project has been estimated to cost close to P7 million.
The works consist of construction of access roads by de-bushing, clearing, de-stumping and provision of drains drifts, culverts as well as gravel spot improvement.
This will cover approximately 25km of roads in the area,” he said.
Mr Sethibe shared that the sub-district was constructing a mini stadium at a cost of P6.5 million, adding that the project was currently at 50 per cent.
He indicated that more than P7 million was initially allocated for the upgrading of Moshupa Clinic, but with the construction of Moshupa Primary Hospital ongoing, the funds would be channelled towards Moshupa, Pitseng and Manyana, in an effort to bring better services to those villages.
“Moshupa Primary Hospital commenced in September 2019 and is expected to be completed in March 2022.
The project progress is at nine per cent and on schedule.
The staff houses also commenced in September 2019 and are due for completion in March 2022. The project is at three per cent and is behind schedule,” he said.
He said a 2.5ha plot for construction of the Moshupa Bus Rank has been acquired opposite Moshupa Engen Filling Station.
“The project will be implemented through the Public Private Partnership initiative during the financial year 2020/2021, and calls for the proposal are still being developed,” he said.
Mr Sethibe said other ongoing roads projects included; spot gravel improvement at Manyana, bush-clearing and de-stumping at Ranaka; construction of cross over slabs and storm water drains at Mogonye, 15-kilometre grading and camber formation at Pitseng, construction of 10-kilometre access slab at Lotlhakane West and grading of Moshupa-Dibotong road, construction of drifts/earth drains at Ntlhantlhe and road grading at Ralekgetho.
He said all the projects were at adjudication stage, while construction of a box culvert at Magotlhwane was nearing completion. ENDs
