National Settlement Policy guides funding criteria
12 Dec 2019
The criteria used to fund development of the Village Infrastructure is guided by the National Settlement Policy (NSP) which categorises villages according to their population sizes and the services/ developments that should be availed.
The Minister of Local Government and Rural Development, Mr Eric Molale told Parliament that Mabutsane Sub-district Council being the first to be declared a sub-district in the Southern District was provided with minimal infrastructure.
The infrastructure he said included a 3km tarred road, 1.5km paved road, 3km streetlights, Rural Administration Council, Land Board offices, clinic with 24hr maternity wing, primary school, junior Secondary School, police station, CTO offices, council mechanical workshop and minimal land servicing project which was funded by the Ministry of Land Management, Water and Sanitation services at a cost of P1.6 million.
Minister Molale said the project covered 15.1km bush clearing and gravelling of internal roads at both old and new layouts and 3km of water connection at new layouts.
He said also, there was no provision in NDP 11 nor Mid Team Review for Mabutsane village infrastructure development.
“I cannot, therefore, state with certainty when village infrastructure for Mabutsane Sub-district can be expected since this depends on NSP and availability of funds,” he said.
Jwaneng/Mabutsane MP Mr Mephato Reatile had wanted to know the criteria used to fund the development of the village infrastructure for Mabutsane, Moshupa and Goodhope, and when the village infrastructure development for Mabutsane Sub-district could be expected. ends
