Constituency community projects behind schedule

 The Kgatleng District Council constituency community projects are said to be all behind schedule. 

The Council Chairman and also Boseja Central Councillor Mr Mpho Morolong revealed this during the ongoing full council session on June 24. 

Mr Morolong said the council is still behind with different 2017/18 projects, including the storm water drainages around the district and the Malotwana and Kgomodiatshaba roads. 

He said the council is halfway through with the 2018/19 projects, with 12 left to complete, adding that in the remaining 12 projects, six are in progress, while the other six have not yet started. 

Mr Morolong said the delay in the storm water drainage project is caused by lack of equipment and also shortage of water in some undeveloped villages as well as government processes like asking to move some stations or crossing over some departments plots or pipes. 

He said the most common delay in the constituency community projects is the postponement and requests made after the projects are handed over to responsible people. 

He said the change of plans in the projects affect finances as the council is still forced to pay the contractors for the job done or pay for the materials bought. 

He pleaded with wards to come about with fundraising ideas and income generating projects to make money for their Village Development Committees (VDCs) to develop their communities. 

In other news, the council chairman said council just completed Phase II of the Economic Stimulus Programme (ESP) projects, while Phase III projects were on going after being delayed due to various reasons. 

He said construction of teachers’ quarters and students’ toilets at Lady Mitchison and Kgafela primary schools are now ongoing. 

Mr Morolong said nine (9) schools including Raditladi, Pilane, Kgomodiatshaba, Oliphant’s Drift, Mmusi, Kgafela, Mmadipamo, Matebeleng and Lady Mitchison primary schools still use pit latrines, which needs immediate solutions.

He said suggested that to end the use of pit latrines in schools is for the council to request the department of buildings to partner with Mochudi brigades to build modern toilets. 

Mr Morolong said in the 2018/19 financial year, the council completed three (3) Remote Area Development Programme (RADP) projects houses and 20 destitute houses and it is yet to complete two (2) RADP houses and one (1) destitute house, adding that the council will start building RADP and destitute houses for the year 2019/20 once funds are availed. 

He said the council department of buildings would be focused on building the Mochudi main kgotla this financial year. ENDS
