Alcohol outlets do not adhere to operating times

Kgosi Batisani Moeti of Mathangwane says bar owners in his villages do not adhere to stipulated times.
Briefing the Member of Parliament for the area, Mr Fidelis Molao at a kgotla meeting recently, Kgosi Moeti said there had been instances where the village leadership had to some summon some operators who run their businesses beyond stipulated times and play loud music to the kgotla.
He said despite their efforts, nothing had changed as the noise pollution continued.
He further noted that their efforts to seek help from bye-law officers had also not borne fruits as the officers seemed to come as per their schedule, not according to reports.
Kgosi Moeti appealed to council to put in place strict laws for people that do not abide by the rules, noting that it had been a while since they complained, but to their surprise the operators’ licences have not been revoked.
On other issues, he requested for cattle patrol along the A3 road, saying cattle roaming on the road had cause many fatal accidents.
Commenting on issues raised by kgosi, Assistant Council Secretary for Tutume Sub-district Council, Mr Uyapo Mafunye said council could take stiff action against those that do not abide by the regulations, adding that community input in reporting the offenders was also critical.
Furthermore, Mr Mafunye said dikgosi were empowered to take firm action against such people, hence the leadership should not feel helpless. He however promised to deal with the offending operators.
Regarding cattle roaming along the road and in the village, Mr Mafunye said the sub-district authorities had asked farmers to remove their livestock from villages to appropriate places.
He noted that council would at the beginning of May, start sensitising the communities, thereafter between June and July start collecting all livestock which would be found in any village in the sub-district.
He said the owners of seized livestock will be charged P30 per day and if the animals were not claimed within six months, council would auction them.
He thus appealed to the farmers and the community at large to move their livestock to the cattle posts and look after them or face the wrath of the law.
Meanwhile, Mr Molao, who is also assistant minister of tertiary education, research science and technology, said law enforcement officers in the village should act on anything that was not right at any given time.
He said if bye-law officers were not immediately available to take action, police officers should step in to bring order.
In addition, Mr Molao said proper action should be taken against repeat offenders.
On other updates, he informed the residents that the long awaited Mandunyane-Mathangwane road had been budgeted for this financial year and construction would commence in due course. ENDS
