Villages setup allows headmen of arbitration

An arrangement has been made that when headmen of record for Mmatshumo, Khwee and Mmea are on leave, those in neighbouring villages assist.
In response to a question in Parliament on November 20, Assistant Minister of Local Government and Rural Development Ms Botlogile Tshireletso stated that Mmatshumo, Khwee and Mmea had one headman of record each.
She said Mmatshumo was assisted by dikgosi from Mosu; Khwee by Letlhakane while Mmea was assisted by Mokubilo.
Ms Tshireletso explained that the structure or set up at villages allowed headmen of record to have headmen of arbitration to man dikgotlana including the main ward.
She said the headmen of arbitration provided assistance to the village kgosi who is the headman of record.
The assistant minister said during the 2018/19 financial year, the ministry was allocated 665 slots for headmen of arbitration who were already serving, but not receiving allowances.
Ms Tshireletso said the ministry was not aware of any village request proposal for headmen of arbitration that were made and were rejected.
She said what the ministry was aware of was that Boteti Sub-district submitted a request for 32 positions from which Mmea was allocated three posts based on their request, while Mokubilo and Mmatshumo made no additional request for headmen of arbitration.
She said currently there was no need for the establishment of posts for headmen of arbitration and record in the three villages as the positions were adequate to serve the communities.
Boteti East MP had asked whether each of the villages had only one headman of record, and if so what happened when they were on leave.
Mr Lelatisitswe had also wanted to know when the number of headmen of arbitration for the three villages would be increased and how many would be appointed per village with regard to the establishment for headmen of arbitration.
Further, the legislator wanted the minister to say the number of villages that had requested for additional headmen of arbitration and were denied rejected. Also, he had asked when consideration would be made for the three villages to have adequate posts of headmen of arbitration and records respectively. ENDS
