Ministry clarifies directive

Assistant Minister of Agricultural Development and Food Security Mr Frans Van de Westhuisen has clarified to Parliament that the DPSM Directive 19/4 V (132) dated May 20, 2008 was meant to clarify objectives of multiple titling of all C-Band and not about paying officers. He said the directive in question clarified that the objectives of multiple titling all C-Band positions was to allow for direct appointment of graduates with the appropriate academic qualifications at entry level but without experience, and facilitate faster progression of serving officers who qualify for promotion without the need for ministries to request for additional posts or resources.

Mr Van de Westhuisen further noted that his ministry implemented multiple grading and titling of C-Band positions since 2007 through rationalisation of vacant posts as and when they occurred. In 2015, DPSM assisted the ministry with multiple grading and multiple titling all the remaining C-Band positions which had not been multiple graded and titled.

He explained that currently all C-Band positions in his ministry were multiple graded and multiple titled in line with the directive. In the meantime Minister Van de Westhuisen admitted that it took some time for the ministry to multiple grade and title the C-Band positions due to lack of vacancies to be rationalised to top up the existing C-Band positions. MP for Francistown West Mr Wynter Mmolotsi had asked the minister what progress had been made in paying the officers under his ministry their dues as per the directive. BOPA
