Boards determine conditions of service

Conditions of service of parastatal institutions employees, including the University of Botswana, are decided by the institutions relevant councils or boards based on the sustainability of those institutions.

This was said by the Minister of Tertiary Education, Research, Science and Technology, Dr Alfred Madigele“The government does not make a determination with respect to the salaries of officers below the vice chancellor. The incomes policy instead provides for flexibility in dealing with that matter,” the minister said.

Dr Madigele stated that salaries of chief executive officers of those institutions were pegged to permanent secretary hence any changes or adjustments introduced by government would necessitate an adjustment to the basic salary of the vice chancellor.

Furthermore, the minister explained that the BIUST Council did not award increment to its staff in 2014, 2015 and 2016. “It was only in 2017 that they did give a six per cent increment as cost of living adjustment. It was not based on past recent salary increment for public servants,” he said.

The MP for Gaborone Central, Dr Phenyo Butale had asked the minister to explain progress made in improving conditions of service of UB personnel, particularly with regard to the past recent salary increment for public servants of three per cent and four per cent respectfully.

The MP further wanted to know whether employees of other institutions like BIUST were accorded the same increment. Ends
