Mr Kgathi explained that out of 11 officers in the senior management cadre, nine had Masters Degrees and only two had first degrees.
Mr Kgathi, who was answering a question in Parliament recently, added that the current highest qualification in middle management and operational cadres respectively was Masters Degree.
He said his ministry had a training budget, which catered for training and upskilling of employees from all cadres, whose total cost for the past five years stood at P4.9 million.
He further explained that the ministry’s wage bill for the five financial years from 2012/13 to the 2016/17 was P67 million, a figure, which he said comprised basic salaries, allowances, overtime and temporary assistance.

He had also wanted to know whether the ministry had a budget for the upskilling of employees, and if so what was the cost of the budget for the past five financial years.
