Govt not refusing to negotiate at PSBC

Government notes with concern allegations emanating from some quarters that government has been refusing to negotiate at the Public Service Bargaining Council (PSBC).
In this context we wish to observe the following salient facts.
Government representatives (the Employer Party) have at all times remained ready and willing to engage their Trade Union Party counterparts who have been admitted to the Bargaining Council.
It is in this context that a meeting was held on April 18 2017, in which both Employer and Trade Union Party representatives were in attendance.
In line with previous communications by the PSBC General Secretary on the matter; at the April 18 2017 meeting the Employer Party raised the issue of failure by trade union party member, BOFEPUSO AJA, to submit their audited membership figures in compliance with Article 8.1 of the PSBC Constitution, which states that:
“Each trade union shall submit its audited membership figures, as at 31st December of the previous year, to the General Secretary by 31 January each year, who shall determine the membership figures of the trade union concerned and submit the report to the Council on or before 31 March each year.”
Further to the above we would observe that, prior to the meeting of April 18 2017, the PSBC General Secretary had written BOFEPUSO AJA informing them of the need to comply with Article 8.1 of the Constitution.
As a result of the said circumstance, BOFEPUSO AJA had been given up to April 24 2017 to respond.
Such a response would facilitate the scheduling of further meetings of the PSBC. end
