Monitoring evaluation key to NDP 11 implementation

Assistant Minister for Presidential Affairs, Governance and Public Administration, Mr Thato Kwerepe has told Parliament that monitoring and evaluation of NDP 11 will develop comprehensive indicators and targets which will be made available during implementation of NDP 11.
He said it was government’s commitment to come up with the initiative that would be institutionalised throughout the NDP 11.
He was responding to commends raised by Members of Parliament during the debate of Chapter 10 on monitoring and evaluation of the draft NDP 11.
Mr Kwerepe said government’s commitment to the initiative was also espoused by lead ministries that would have the thematic working groups working on specific projects.
“We learnt from NDP 10 that there were mistakes which we will correct during NDP 11,” he said.
Mr Kwerepe said there would be efforts to fast track the development of the Monitoring and Evaluation Policy that would be made available.
Earlier on Vice President, also MP for Moshupa-Manyana Mr Mokgweetsi Masisi said monitoring and evaluation was inescapable and that he supported the initiative that it should be institutionalised throughout NDP 11.
He said monitoring and evaluation had been part of Botswana’s history for a long time and that it had enabled government to state with certainty difference made.
“Monitoring and evaluation is a baseline of any planning that has sense of integrity,” he said.
Bonnington South MP, Mr Ndaba Gaolathe said NDP 11 should empower all relevant stakeholders to be able to execute the plan efficiently and effectively.
He said NDP should be presented with performance indicators, a practice that was done in progressive countries.
“For example, the plan should show how much it costs to build a kilometre of road, to teach a primary school student or to provide medical attention to a village patient to enable all stakeholders to partake in the development process,” he said.
Thus, he said there should be specific and special delivery unit and mechanism for the delivery of economic clusters to coordinate the planning processes and to monitor, communicate progress in these clusters.
In so doing, he said stakeholders would be able to identify critical issues in order to deploy top talent to identify and solve problems encountered. ENDS
