DPSM complies with declaration

Assistant minister for Presidential Affairs and Public Administration, Mr Dikgang Makgalemele has told Parliament that the Directorate of Public Service Management (DPSM) has complied with the declaratory order of June 2013 issued by Francistown High Court in favour of the Botswana Tribal Administration Service Association.

In response to a question recently, Mr Makgalemele stated that DPSM has developed the Job Effective Descriptions (JEDs), though the exercise took long to complete due to the initial misunderstanding with Botswana Tribal Service Association on development of the JEDs.“The ministry has recently completed the JEDs and the Competency Based Career Path will be ready by the August 15,” Mr Makgalemele said, explaining that the Competency Based Career Path will replace the Scheme of Service.

He said development of the JEDs involved consultation with the affected job holders hence delay in concluding the process of developing the Competency Based Career Path.

Boteti East MP Mr Sethomo Lelatisitswe had asked the assistant minister to update Parliament on compliance with the June 2013 declaration order, and when the DPSM would bring to an end unfair labour practices and breach of duty towards Tribal Administration Staff as per the court order.The assistant minister, however, denied that there was unfair labour practice.
