Positive attitude key to service delivery

25 May 2016

Central District Council (CDC) senior officers have been urged to change their attitude towards work.

This transpired during a meeting of district commissioners, council secretaries, agricultural coordinators and land board secretaries in Nata on Tuesday.

Central District commissioner, Ms Thobo Letlhage, said programmes often failed or experienced low uptake by the public because there were no proper implementation strategies put in place.

Ms Letlhage said there was realisation that managers did not give proper instructions to their subordinates on the work to be done in a specific period of time.

“We should not perceive work given as additional workload but rather consider it our mandate as public officers,” she said.

She further pointed out that recently at the Permanent Secretary to the President (PSP) meetings with the public service across the districts, attitude was pointed out as one major factor hindering service delivery.

Ms Letlhage said it therefore called for urgent attention from all those in management to revisit their objectives as managers and introspect.

She said with the current Economic Stimulus Programme (ESP), which had been rolled out, intense monitoring was required as they were tasked to give a clearly outlined monthly report on the progress of the programmes in their respective districts.

Ms Letlhage added that implementation and impact of the programme should be felt at village level and stressed that managers should always bear in mind that ESP is aimed at boosting the economy through escalation of job creation and empowerment of locals hence people have to feel the presence of the programme in their respective areas.

Coordinator for Poverty Eradication programme for Tutume and Tonota sub-districts, Ms Barulaganye Mosetlha said there is still no team work in the districts departments.

She said although there are about six departments, which are implementing the programme without collaborations, their reports on progress and uptake always raised questions as they do not represent what is on the ground.

Ms Mosetlha highlighted that some departments are lagging behind as a result of shortage of resources failure to share and for those that are doing well, they never see the importance of sharing with those that still need help. .

She appealed for team spirit to prevail among managers so that their subordinates can copy from them in order for all to pull together towards serving Batswana.ENDS
