Molale demands value for money

The Minister for Presidential Affairs and Public Administration, Mr Eric Molale has expressed dissatisfaction on the progress made in clearing the poverty eradication backlog.

Speaking at the Poverty Eradication stakeholders workshop recently, Mr Molale said they have been having experiences that were not good and reflected that things were not going right. He said they have been receiving contradicting messages and reports from the field, adding that it was a symptom that something was not going right. 

Mr Molale said they have had issues surrounding efficiency and productivity, where there were no specific tasks given to people which results in project not being delivered.

“My observation has made me believe that some of your operators demand political affiliation before they can assist clients serve which means supervision is lacking,” said Mr Molale.

He said in any project management supervision was core, and that people have to know through work breakdown schedules what has to happen, when, by who and at what time.

The minister stressed the point of value for money, saying projects being funded have to have returns, and that they have to quantify that. 

He said questions that should be asked were that have they created the impact they desired, have they taken the people out of poverty.

Mr Molale advised implementers of the programme to look at logistics on the ground. He said they should examine whether they have the means to drive the projects and whether they were addressing the ends. He said he hoped the tactical issues of how they reach out to the people were well defined so during monitoring and evaluation they could be able to say what have been achieved. 

He urged district commissioners to ensure that the deadline for the poverty eradication backlog was met with the accompanying requisite impact and results because they have to achieve the goal.

The minister highlighted that the poverty eradication programme was integral to other projects that have been implemented by other ministries. Ends
