09 Nov 2015
The Economic Stimulus Programme (ESP) is a holistic action plan for achieving goals of stimulating economic growth, accelerated job creation and promotion of economic diversification.
In his State-of-the-Nation Address yesterday (November 9), President Lt Gen. Seretse Khama Ian Khama said ESP key areas were infrastructure, agriculture, tourism manufacturing and services.
“In addition to stimulating inclusive economic growth, a key ESP objective is to re-boot government to ensure the urgent delivery of existing national priorities,” he said.
President Khama said the programme thus targeted areas where there was backlog of public projects as well as labour intensive opportunities to promote local enterprises.
He said ESP implementation would thus focus on accelerated land servicing, boosting manufacturing and services with increased participation, road construction, achieving food security and job creation through improved agricultural production and kick-starting economic activities in rural areas.
It will also seek to improve education and healthcare through upgrading of facilities and leveraging ICT for the creation of an e-society through expanded e-services.
President Khama said the ESP would be coordinated by the Vice President to be assisted by a cabinet sub-committee supported by a technical committee and district development committees.
District commissioners would report on progress directly to the Ministry of State President and the programme would further be facilitated by a high level Project Implementation Unit. Ends
