PPADB curbs fronting

The Minister of Trade and Industry, Mr Vincent Seretse, has told Parliament that government, through the Public Procurement and Asset Disposal Board Act, has put in place a Code of Conduct and Guidelines that deal with, among other things, Issues of fronting.

Boteti East MP, Mr Lelatatisitswe Sethomo had asked the minister to state the ministry’s plan in terms of the guidelines in place to curb fronting in strongest terms, in light of the Citizen Empowerment Drive for sub-contractors and the 30% of government projects reserved for 100% Citizen owned companies mentioned in his budget.

“Provision under clause 3 of the Code of Conduct for contractors on “COLLUSION AND FRONTING” are meant to address the Issues of fronting, tokenism, window dressing practices e.t.c while Procuring Entities monitor indicators of malpractices during contract implementation report to Public Procurement Asset Disposal Board, who then subject the perpetrators to suspension and or delisting from its register,” he said.

He added that government is continually reviewing these guidelines to address loopholes that may affect the implementation of the Citizen Economic Empowerment Policy. ENDS
