Ministry moves to control export of metal waste scrap

Government has developed guidelines through the Control of Goods, Prices and other Charges Act and Trade Act to control the export of ferrous and non-ferrous metal waste and scrap.

A release from the Ministry of Trade and Industry stated that the guidelines were published in the Government Gazette dated December 31, 2014, Statutory Instrument Number 153 of 2014.

It statedthat the objective of this instrument was to improve accessibility of the scrap metal to metal foundries/processors in order for them to maximise their production.

Implementation of these guidelines was anticipated to increase domestic production and attract Foreign Direct Investment (FDI), which would lead to employment creation, stated the release.

It further stated that the ministry required all exporters and processors of ferrous and non-ferrous metal waste and scrap to provide a copy of Salvage Yards License issued by the Department of Waste Management and Pollution Control, BURS Tax Clearance Certificate, Identity Card (Omang) or passport of Managing Director, copies of Shareholding certificates and copies of Registration of Incorporation or Business Registration Certificate to the Ministry.

It says that in order to be issued with export permit, all scrap dealers seeking to export ferrous and non-ferrous metal waste and scrap are advised to register and obtain an application form from the Department of Industrial Affairs in the Ministry of Trade and Industry and that this instrument takes effect from April 1, 2015.
