System helps government nab ghost workers

26 Feb 2015

Government has spent about P9 million on payment of 52 ghost employees from 2006.

The director of the Directorate of Public Service Management (DPSM), Ms Ruth Maphorisa said at a press briefing in Gaborone on February 24 that government had been able to stop the payments using the Oracle human resource database that replaced the Infinium system that was not integrated into the payroll.

Ms Maphorisa also noted that as government continued to clean the HR database, anomalies would continue to be addressed as they arose.

She said for the verified ghost employees, DPSM has engaged the Attorney General’s Chambers to recover the funds. She said the Oracle system has been rolled out to nine government ministries headquarters and independent departments.

“All this being equal, roll out to all ministry headquarters in Gaborone will be completed by March 31, 2015 after which we will be rolling out the system to our district offices,” she said.

She said with the roll out of the system, government would be able to resolve data anomalies. The new system will also improve manpower planning and ceilings will also be enforced through the system. ENDS
