No scarce skill for certificate holders
10 Feb 2015
Surveying and Cartography certificate holders do not earn scarce skills allowance, Parliament has been told.
Minister of Lands and Housing, Mr Prince Maele, told MPs on February 9 that certificate holders who were artisans by profession did not earn scarce skill allowance because they were not covered by the 2008 Department of Public Service Management (DPSM) Directive No.2 on Attraction and Retention Policy for public service.
He however highlighted that Surveyors and Cartography Diploma Holders who are technicians by profession do earn scarce skill allowance in accordance the DPSM Directive No. 2 of 2008.
Gaborone Central MP Mr Phenyo Butale had wanted to know whether the Minister was aware that certificate holders that fall under surveying and cartography technician cadres do not receive scarce skill allowance and what criteria was used to determine eligibility for scarce skill in this case. ENDS
